Agreement concerning the
establishment of a
EUROPEAN DOCTORAL SCHOOL ON
KNOWLEDGE AND MANAGEMENT
We the undersigned partners hereby agree to
form a consortium called
"The European Doctoral School on Knowledge and Management
(EUDOKMA)"
with the purpose of creating a European
research training school and thereby promote European doctoral and research
training in the area, which is described in Annex 1.
We the undersigned partners agree
- that we want to further the
quality of doctoral education in our institutions and at the European level in
general,
- that we want to further research
co-operation and thereby contribute to the creation and dissemination of
important and useful knowledge in the field,
- that we think European co-operation
is essential to reach this goal,
- that we want to co-operate in
providing courses, seminars and summer schools for our doctoral students,
exchange doctoral students and exchange faculty,
- that we think the co-operation on
doctoral education should be going hand in hand with research co-operation,
- that we undertake this
co-operation for the benefit of European doctoral students and the quality of
doctoral education,
- that we want to offer in the
framework of this co-operation a stimulating and challenging intellectual
environment which should exemplify the best of the European research tradition
and reflect the theoretical creativity and diversity present in Europe,
- that we want to offer to European
doctoral students that have taken their degree in our field a certification
that such a degree has been earned in whole or in part as enrolled in this
doctoral programme, such certification following the guidelines adopted by the
Conference of European Rectors (CRE).
- that EUDOKMA is not a new
independent institution but a consortium of independent institutions or parts
thereof, who co-operate under a formal agreement with the purpose of organising
international doctoral studies.
Partners in the consortium can be institutions
of higher learning offering doctoral degrees, research institutions working in
the area, private or public organisations working in the area and private
companies that want to further research and research training in the area.
Organisations, institutions or companies that want to support the doctoral
school can become "supporting members". Members have to be legal
entities in countries that are members of the European Union or attached to the
European Union's research programmes.
The specific rules regulating the consortium
and the obligations of the partners are found in the attached document
"Regulations governing The European Doctoral School on Knowledge and
Management".

Regulations governing
The European Doctoral School on Knowledge and Management
Requirements and
obligations of partners:
1. The partners that offer a doctoral
degree accept the following responsibilities as part of this agreement
concerning common courses, supervision, exchange and research:

to
offer in the course of each two year period at least one doctoral course of at
least four days duration, in which also faculty from other members can teach,
·
to make sure that the doctoral courses offered by the
other partners has at least what amount to 10 participations each year, or if
the number of doctoral students enrolled in the school is less than 15 a
smaller number as accepted by the committee,
·
to be
willing to let faculty members be part of the teaching faculty at courses
offered at other locations, at least for two faculty members for two courses
per year,
·
to run
a course offered as part of this doctoral school even if there are only
participants from other institutions,
·
to
accept doctoral students from other partners for at least ˝ year without
receiving more than the cost of having such student as a visitor,
·
to
accept as part of the doctoral education of their students a stay at another
institution in the consortium,
·
to be
interested and committed to enter into common research projects,
·
to be
willing to commit resources in a flexible way, so that smaller commitment in
one area is balanced by a larger in another.
2. The academic programme of the
doctoral school is decided on for a two-year period and shall be available to
all doctoral students and relevant faculty. The doctoral school provides an
Internet home page with all relevant information.
3. The partners of the doctoral school
that do not offer a doctoral degree will as part of their membership provide faculty
for the courses and for help in supervision plus they will be available for
research co-operation. They can send participants to courses and also offer
courses themselves.
4. Each institution offering doctoral
degrees will be giving such degree to the doctoral students enrolled in that
institution. Doctoral students furthermore have the opportunity to acquire a
certification of their doctoral degree issued by EUDOKMA following the rules
recommended by the CRE. Doctoral students that
are receiving their doctoral degree from a non-member institution, but have followed
the courses offered and have taken part in research connected to the consortium
and have followed the rules of the CRE can by decision of the evaluation committee
also be offered this certification for a European doctoral degree.
5. All doctoral students enrolled in
doctoral programmes in institutions that are partners in this consortium have
the right to apply for enrolment in the doctoral school. Each partner submits
students for enrolment. Such enrolment can take place twice a year. Doctoral
students from institutions that are not members can apply for enrolment. The
committee will decide the conditions of such enrolment.
6. All doctoral students enrolled in
the doctoral school receiving a doctoral degree from partners in the consortium
have the right to have their enrolment mentioned on their doctoral diploma if
such diploma mention the activities of affiliations of the student during the
doctoral studies.
7. All courses, seminars and summer
schools offered by the doctoral school are open to all doctoral students taking
into consideration available places and the first priority of students from the
members of the consortium.
8. All students enrolled in the
doctoral school shall follow the rules of the doctoral programme of the
institution from which they will receive their degree plus rules guiding the
doctoral school. Such rules can only be effective if the deciding bodies of all
partners agree to them.
9. A committee comprising one
representative from each member runs the doctoral school. No member can be a
legal part of any other member. Decisions are taken by majority. The committee
elects a chairman, who does not represent his/her institution. The committee
decides on their own order of business, which can comprise the election of a
management board.
10. The doctoral school has an advisory
board consisting of academics, researchers and practitioners of high
international standing in the area.
11. The doctoral school has a
secretariat located at one of the members, and chosen by the members. The
secretariat can consist of elected officers. Such officers can take part in the
meetings of the committees running the school. The secretariat keeps a list of
doctoral students enrolled and their projects as well as a list of the faculty
attached.
12. Representatives of the members and
supporting members meet at least once a year to discuss and evaluate the
situation of the doctoral school and discuss its situation with the advisory
board. Changes in the regulations can be proposed only at such meetings.
13. The doctoral school offers at least
four courses per year.
14. The consortium can apply for and
receive support from public or private organisations, funds, research councils
or other relevant sources. The consortium will actively try to secure funding
from such sources to strengthen and enriching its activities. Applications can
be made by all or some of the partners.
15. This agreement takes effect the 1st
of November 1999. Some of the consortium partners have before that date already
committed themselves to certain forms of co-operation as seen in Annex 2.
16. A partner can leave the consortium
with one year’s notice.
17. If a partner does not fulfil the
obligations or follow the rules the committee can - upon the recommendation of
the advisory board - remove the partner from the consortium. Such relegation
should be given with 1 year’s notice.
18. These regulations can be changed
only at the annual meeting of the consortium as decided by a majority and
accepted by the proper deciding bodies of those legal entities of which the
partners may be part, as evidence by the signatories of the agreement.
19. New members can be accepted on the
recommendation of two members and a unanimous decision of the partners. If such
decision involves new obligations for existing partners the decision takes
effect only upon the confirmation of the signatories of the agreement.
20. This consortium can be discontinued
if at an annual meeting 2/3 of the members so decide. Any funds owned by the
consortium will then be used to further European doctoral education.

field of co-operation.

as of this time.
